HorizonOS versioning

What's up with Nintendo and its versioning for HorizonOS? "Stability" is not something that increments the major version number, there are next to no differences between HorizonOS 16 and 17. Why blow an eFuse for such a minor update? Why isn't it 16.2 (or whatever the next minor version was)?

With 3DS firmware, Nintendo only incremented minor version numbers for minor updates, as it should be - the recent homebrew-breaking update that added nothing significant was a change from 11.16 to 11.17.

Its a massive change under the hood. So its more for developes and Nintendo themselves. Plus its to track issues etc.

They could change any number for any version if they so liked.
