Do you need some sort of cheat database text file or something? Where do I place it and where do I get them?

you need to have
a POPS.txt in you seplugins folder
with the line
ms0:/seplugins/cwcheat/cwcheatpop.prx

there should be a per-made DB
get the new version
Here
you need to have CFW to use it
