If I buy a new iTouch 4G at an apple store, what iOS will come with it?

Most likely 4.2.1. But you might end up with 4.1 if you're lucky.

I bought mine about 3 weeks ago and it came up with 4.1.

It depends on the release/shipment date from the factory deep within china.

usually when they're shipped they're updated to the baseline no bugs firmware. i.e 4.1.

But then when it reaches the apple stores, the store will update it themselves before selling. Unless that's only what Malaysian apple stores do.
