You can't. Buy a DS flashcart.

Well if you have CFW check out TWLoader and its thread, but it is definitely not available through homebrew launcher if that is all you have

TWLoader is still a work in progress and can be very difficult to work with, especially with the DS pokemon games, but it works great with things like mario 64 ds and mario kart
I would just get a flashcart

If you want to be able to play Soul Silver, you need to buy a cheap DS flashcart. You can get one for under $10.

Just get the r4 gold rts i gave up on twloader only becuase it was a win win. Cart plus ds games/ntrboothax cart on hand.

TWLoader plays soul silver and many other pokemon games just fine, go on the thread for it and if you have any problems, ask Robz8, he will help you set it up

Don't support flashcarts, nds-bootstrap is a very high supported project and runs all 4gen pokemon games pretty well.
