I might be wrong, but I think it's like this:
Boot OFW, download the game from eShop. Reboot into sysnand CFW (without internet) and dump the game with db or nxdumptool. Then reboot back to emummc and install them there.
BUT, i think right now you can't use AMS in FW 23.0.0.. Right? Maybe that's why we can't find the update anywhere
