Would it be possible for a homebrew application to start running some code, like in a separate process or something, and then exit to the Home Menu while that code continues to run in the background? Or maybe even have it install like a daemon, so it starts automatically? I'd like that code to somehow have access to the RAM of other processes. Is there any means to create homebrew that can execute in that manner? I don't care if it can only be installed from a CIA if that's the only way to get the required access. Would this be possible?

If doing this with retail games only (let it be cartridges or eShop) you can do this with the browser exploit. If you want to do that on flashcart games or homebrew/pirate CIAs, then there's currently no way afaik.
