Hi...

I'm very new at this and I was wondering what are the best homebrew games, applications, utilities? Also, where can I find the homebrew games and apps? Thanks in advance.

There is a lot of homebrew around.
First things first read up on DLDI as it is already catching on in a major way and looks set to continue (and in my opinion rightly so):

There are a few but moonshell is considered the best:
Audio:
MP3
AAC
TTA
OGG

Video: DPG (MPEG1 with MP2 audio with a special header)
Pictures and Text (.txt) although you may find something better for these.

There are various emulators for 16Bit era and earlier consoles as well quite a few of which work really well but I suggest you look at individual topics for this.
