So bought my wife a 3ds from a pawn shop. It is in the car and I don't have access to it yet.

I am so confused by this forum. Most GBATEMP forums on here are easy to follow with homebrew.

Can someone explain what homebrew can launch a rom? Also, what is the version I need to downgrade to?

If you want a complete setup, you should install A9LH.
Takes around 5 hours, the guide is here
