I followed this guide https://reinx.guide/guide
To try to get cfw i inserted the payload and went to album to access tinfoil but i keep getting sent to the normal album. I triple checked and everything and all the files are in place. Im using a exfat sd card
Edit: i realized im supposed to be using the legacy format which i didnt use but i dobt know how the sd card file structure is

You should read through the full guide.
It's as I suspected, Hold Down R and Press A.

  • If you would like to access the Album normally, hold down the R button while opening it.

Im trying to get to the homebrew menu, not album
But i just keep getting sent to the usual album application
For using homebrew in album applet you must have the 100000000100D folder in sdmc/reinx/titles. It’s just LayeredFS for HBL.

Do you have the layeredfs kip in the modules folders? Haven't used reinx in awhile, don't remember to much about it

Need more info. "I triple checked and everything and all the files are in place." We cannot trust this, so a screen shot or text post of the contents of your ReiNX folder would be nice to start. Also, are you using Linux, Mac or Windows (yes, it makes a difference).
