Homebrew Homebrew is not working

i had homebrew on 11.3 it didnt worked so i updated to 11.4 but this didnt work to :C
every time i start homebrew every thing is fine but if i start a 3dsx my n3ds freezes

did you update to the new n3ds 11.4 payload BEFORE updating if you are on OFW
the 1st 11.4 payload was buggy
the 2nd version of the payload fixed homebrew form not runing
or
are you on CFW?

Pressing X while launching HBL updates the otherapp.bin from what I read. You can also manually download it from smea's site.

Try downloading the starter pack again and manually download otherapp.bin and rename it to NEW-11-4-0-37-EUR.bin and put it in "hblauncherloader" folder. Overwrite the starter pack on the SD with the new one. I can't remember when it was last updated.
