Hitting a wall with Nestopia on 3DS Retroarch

I think I've followed the instructions on https://docs.libretro.com/guides/install-3ds2ds/ alright, and I also looked to a video for creating the system folder in retroarch for storing the bios and Downloads folder for storing roms for the NES. I put disksys.rom in the system folder plus NstDatabase.xml just in case. Am I needing something else and do I actually need the system and Downloads folder that I created?

I also made sure to install the Nestopia core through Retroarch so it shouldn't be the problem, especially when the Genesis Plus GX works with my roms (barely)
