Hacking Help with undub for earth defense force 2017 portable

Hi, i'm just running into some problems trying to make an undub for earth defense force 2017 portable, with earth defense force 2 invader from planet space i was able to copy the japanese sound files from the japanese game to the us one without any problems and as far as i can tell the game runs perfectly.

but with earth defense force 2017 portable when i did the same the eur game doesn't play the voices instead it stays silent, i'm not quite sure how to get it to work since the voice file is now a dpk instead of at9 and i couldn't find a way to unpack and repack the file.

So I was able to find a way to unpack the file with this quickbms script but I'm stuck at either reinserting the japanese sound files into the eur sound files or creating a brand new file.
