ROM Hack Help updating from 7.2.0-17u to a 9x firmware for ROM injections.

Alright so I am pretty new here, I have 2 3DS systems, the XL I had accidentally upgraded to the 9.5.0-23
So I had bought a 3DS from a pawn shop with 7.2.0-17u. Someone had said I needed a gateway to get up to 9.2. I'm not sure which one or how to do this. I would greatly appreciate any help!

I want to RAM inject my acnl with spider. If I can with a gateway on a lower model mess with the map and unlock PWP's too Id be interested in hear about that

the only 9.x game i know of is newer versions of smash for 3ds. that will put you on 9.2.0
