I have devkitpro and python installed. But I keep getting this error when trying to compile. I didn't do a full install of devkitpro (just the 3ds files and ctrulib in devkitARM plus a few others)

The problem is right there in front of your nose... It can't find python, so check that it is in your PATH properly and close/reopen cmd and try again.
How do I fix the path? I tried copy-pasting the path from shift+right clicking the Python program, but it doesn't work even after I put it in the PATH variable

Ok it has found python now. good. but now it can't find aemstro, again the problem is staring you right in the face. read the error on the 4th line carefully...
I got the aemstro file thing, but now it gives me this screen. and I still get the same error 1 and 2 every time.

Is your ctrulib reasonably new by any chance?
If it is you have 2 options... use an older version or make changes to the homebrew source to meet the changes in the new ctrulib. (a lot was changed since 1.0.0 came out).

I have the newest. Do I just do a
"make install" of the older version or do I have to delete the new version first?

It should just overwrite the one that's already there. Not sure as i always delete/rename the current folder first and make install fresh.
Alright so I got a hello world to build, but the portal3ds-master still gives me the build error

Portal3ds source is outdated, so you won't be able to compile with up to date tools. If you want to compile it, you are going to have to update the sources
