Hacking Help generating valid dev title.tik

I am looking to generate a valid title.tik for a Wii U CAT-DEV.
I am able to Pack up all the files and encrypt them, however I need to know how to sign the title.tik file.

Has anyone done this and knows where in the Cafe SDK you can get the files to do it?
