I think if you have the ones from the iso site you should be fine, I'd just do it to be safe but it probably doesn't matter.

That's ONLY if you're updating sysNAND. You can't go into devmode for emuNAND anyway.

Trying to figure that out myself, its the best lead I've found on this in a while, so I'm trying to do it. think is my 3DS freezes when I select DevMode, so I'm really confused

This isn't a problem restricted to you. There are a lot of people having issues, including myself, from 9.0->9.4 exact same error message. No one knows what is actually causing it. It's a bug somewhere in the emunand implementation of rxtools.
