ROM Hack Help a newb out?

Hi, I'm new to this whole editing scene and was wondering if someone could help me out. I have absolutely NO IDEA where to start, but I can tell you what I want to do. I want to edit a pokemon NDS rom (something that a lot of people have already clearly done). So my questions are:

1) Can someone link me to/make a very good tutorial on how to do this for beginners?
2) What do I need to download, do I need to know any computer language etc.
3) Anyone have any quick tips or advice?
4) I'm absolutely new to this, so if anyone has a few terms I should look up or if someone can give me a few definitions it would be great.
