Porting a game to an older system is normally not done, as the older system will be too slow.
So, no, there won't be a port honestly.

I don’t agree with that. We could just make new models with less lag and other optimisations.

Why stop with Hello Neighbor? Why not just port Fortnite and The Last of Us and Tears of the Kingdom and Palworld and Everything Else, because hey, "we ported GTA3". /s

"We" didn't port anything. Other people with enormous amounts of time and expertise did that. So, sure, it's "possible", but it would practically be easier to remake the game from scratch.

Disregarding any toxic responses, creating a fan port is certainly feasible. However, the challenge lies in finding someone who is interested in undertaking the project. Doom was relatively easy to port because its age and low power requirements make it compatible with various consoles. All the "Doom on XXX" ports function well on powerful processors that can handle the game effortlessly. In contrast, if you examine the Doom "ports" for less powerful systems, such as the Commodore 64, you'll find that true porting is simply not possible, leading developers to recreate the game instead.

The situation is different with Hello Neighbor. If the engine can be ported, then there is a foundation to build upon. Many elements could be reworked to function on at least the n3DS, but at that point, it would no longer be just a "port"; it would essentially be a remake. To be honest, I don't foresee this happening unless you take on the project yourself, especially since the Switch version already exists and the game isn't as overwhelmingly popular as others, like Portal.
 
It's possible that if someone is working on it and have an effort to do it. Making a homebrew game for 3ds is not easy.

Although older versions of Unity support the new 3ds, but I'm sure there are still other challenges. Also, as far as I know, there aren't many 3d homebrew games for 3ds other than ports from old PCs or other consoles that need the original game assets.
