With the Wii U formatting with a console ID, I assume this means I can't just plug my HDD into another console and it would work. i.e. if I went to a friends, I'd need to take my Wii with me. And if my console broke, my HDD would need reformatting/reloading to the new console. So I wondered with IOSU if it maybe possible to make a homebrew/cfw img that could somehow circumvent this check? Think that's possible?

I think that the key that controls the encryption for your HDD is present within your OTP, which you hopefully have a dump of already.
Though, I'm not sure where exactly your console's keys are within the OTP.
Stay tuned, someone will eventually crack this, you're not the only one who wants it.
