Aaaand there's your problem. You used a New3DS firmware. The 2DS can't interpret that. I accidentally used O3DS firmware with a N3DS and that bricked it. You're going to have to buy another 2DS, without a NAND backup this isn't fixable.

Recovery won't work for him. He has a N3DS firmware update installed and the 2DS can't read that. So recovery won't work.

Do you have any second-hand electronics stores near you? They sell pretty cheap.

Probably no USA 2DSs though.

You can try eBay. Honestly I'd recommend a used electronics store or used game store. Even if you can only get EUR models you can use region free and EmuNAND.

Keep in mind that all new 2DSs are exploitable out-of-the-box, except for the Ko-kai Watch bundle. Avoid just that one, and you should be fine.
