Hacking Hardmod sysNand downgrade?

I've looked about doing the hardmod (yes I'm extremely technically proficient(confident that I won't screw up)) but I'm wondering why you cant just flash Nand 9.2 to the 3DS if your already hardmodding...
rather than sudo 11.0.0(the hardmod modified sys nand).
is there a good reason?

You can't flash a NAND backup unless it's your own and you can't boot an 11.0 firmware with a 9.2 native_firm. So they flash a compatible native firm (10.7 or wtv it is) that works with 11.0 and is exploitable so that you can then do a software downgrade method.

just thought it was funny that you do a hardmod then do a softmod....
