It's fake. This is a random dedicated server, whereas Valve own all their own. A traceroute confirms this.

And, as kwartel said, the registrant of the domain is not Valve (or even an employee)

It's nothing more than a troll site. There are countless other similar sites; for example up until Valve purchased it there was a Portal 2 teaser site, which was entirely fan-made/operated.
