I would hack him back if I could, but that's just me. Most hackers of these games are just stupid deadbeats that never cover their tracks anyway.

I wouldn't lie about this kind of thing...But the hacker said he modified some kind of application to allow this, and he said he does this to other people as well by using a random friend code generator and using that code to join their chat or something like that. I think he's making that part up, since I got a new friend code, as well as my friend, since he's using SoulSilver, but I'm not lying about him hacking into the voice chat. Thank God the Wii voice chat is still safe from him...
 
So much fail in a single thread. Unless he has the DS(i) SDK he can not invite himself in without an exploit. Either he has some kind of access to your Wireless connection or you've let him in. He's obviously a skiddie, not a hacker.
 
He would probably have had to directly edit the rom image in your game card to allow people to voice chat with you without your consent, and I believe there can only be two people in the voice-chat at a time.

Clean dumps have the same information in. They don't get personalised, unless you mean he edited it and then distributed it. Even then, I seriously doubt it.

I got also some weird voicechatter guy on my EUR Pokemon HG, and it seems it is true.
Yeah, i got the BETA version of HG, (The buggy dutch one BEF. Apr. 2 (I have evidence!), which seems to work very well, so whats the matter Nintendo?)talking with my friend (I speaked Dutch even, that guy sounded not as my freind (moar liek moodkiep)...) and some guy said "ahahhaahahhahaahah i hacked u", Probaly that was the pkmn Chatot, that attacked.
Well, i gotta send some spam to Nintendo.

I don't know how to solve this, or who to contact to possibly investigate this, but I want something done...

The thing you're dealing with is called "tapping" and from the law's point of view its basically a set of several offences - harrasment, invasion of privacy, and electronic tampering. The federal punishment ranges from a fine to imprisonment, ranging from one up to twelve years.

...however truth to be told, it's a hardly believable scenario as others stated previously. I've seen hacking into headsets, but never into a game, no. As far as I know, wi-fi connection works over friend codes, and since your rom did not have information regarding his code, connection would be impossible.
