Hacking H&S inject failed

Hello, i'm following the 3DS Guide for my N3DS XL, I want to inject FBI in H&S but it fails.

Section V - Injecting FBI

1. Reboot holding (Start) during boot to launch the Luma3DS chainloader menu
2. Launch GodMode9 by pressing (A)
3. Navigate to [0:] SDCARD -> cias
4. Press (A) on FBI.cia to select it, then select “CIA image options…”, then select “Mount image to drive”
5. Press (A) on the .app file, then select “NCCH image options”, then select “Inject to H&S”
6. Press (A) to unlock SysNAND (lvl1) writing, then input the key combo given
7. Press (A) to continue
8. Press (Start) to reboot your device

When I do the combo given, I have this error "G:/0000.CA463715.app H&S inject failed"

I read that you can run FBI.3dsx from the homebrew launcher, then install fbi.cia from there

You can install FBI cia with FBI.3dsx

Hold select on boot, and check SVC patch... (I don't know the complete line)
launch the homebrew launcher
run FBI.3dsx
Install
