GTA3/VC decompilation project and the psp games?

i've been wondering, is it possible to rework the decompilation project and reverse engineer the PSP GTA games? namely VCS and LCS, i remember hearing somewhere that they're based on the vice city version of the engine, so i'm hopeful of maybe seeing a proper PC port of liberty city stories one day

pls no hate, just curious
