and repeat this step

6.Copy the contents of the SafeA9LHInstaller .7z to the root of your SD card

Oh my god, I can't believe this was it... the developer pushed a new release just an hour ago, and I have been doing this for around 3 hours. I had an older version by just hours, lol!

Do this.

Or, comedy option, you could try OTPHelper's arm9.bin and arm11.bin, and if that works you can use it to dump your OTP and probably restore your NAND.

I'm getting the same issue as the OP using the latest. I get the glitch screen sometimes and sometimes the screen comes up with the text. In both cases things appear to be frozen.

I've got a N3DS XL downgraded to 2.1. Stuck now installing arm9loaderhax

Any ideas?
