They were originally gonna give 2.500.000 keys to people. They killed their servers stating that and everyone trying to get keys like mad cows. Then due to the server overload they decided to screw that philosophy and simply stated 5 keys for each build to be used indefinetly. So there are more then 10 keys, but most people have those 10 keys. In all fairness I'd not call MS retarded about that..

That is true. They morning after the release UK time, the servers came back up and offered the same 10 keys.

Five of each x86 and x64, don't know why but because the server was taking a lot of strain, I guessed they thought it would be easier to screw the limit and just make a VLK.

As for the essence of things, lowering server strain and adding to the beta users group to get way more feedback and less of a riot of people using an unofficial leaked version, all in all while becoming hooked on 7 over Vista (not THAT hard to do), I suppose.. 5 would of course also roughly keep out most people trying to get keys via a legit way of getting dupes, thus avoiding most questions via the Q&A system about people only getting dupes..
