Hacking Getting FE:A DLC to work

I have an n3dsXL with 11.9 and Luma, and can install CIAs fine, and my DLC even shows up in the downloadable content section of data management, but the game tells me the SD card isn't detected. It's not an SD card failing issue because it seems to be a common issue with region matching for this game and DLC. My 3ds is USA region, the game says region free but based on the titleid I can find seems to be based on an EUR version, although I thought it was USA version. Neither USA nor EUR region DLC will work, and I have no clue how to use NTR and its various plugins, or if it even works with 11.9. Any help is appreciated.

Seem like you are either using the wrong region of the games or DLC, most likely game.

find one (the game) thats not modified to be region free

edit . . . region free is pointless for a .cia it only matters with .3ds files . . . if the cia says region free look for another (there are only a few actual cias that are actually region free ... most are pokemon games)
