Since it's possible to play game maker studio 2 games on the switch through layeredfs/custom nsp, what's everyone's thoughts on voting on a theme and the community building a game? GMS2 seems fairly easy to learn

not sure if GMS2 is the best engine to create a game.
There are oly a few "good" games made with GMS...

Cool Idea to create a Community Game, but GMS2 isn't the best choice, tho.
GMS2 is the only commercial game engine we can currently use without paying for developer access. RPG maker 2000\2003 is supported. Decent looking games can be made with GMS2, both 2D & 3D

Legally talking, GMS2 with Switch support is not free, instead, $800 per year. Not to say that you'll need to be a registered developer get access for Switch Developer Portal development tools and be able to launch your creations on eShop.

You don't need to go via illegal way using cracked version of GMS2 with Switch module and leaked Switch SDks, instead, i'll give you some advices to be successful with your creations.

First: make your game before contacting Nintendo! This assure that you'll have something good to show them when have contacted for an approval for Switch Developer Portal access.

Second: buy a cheap android tablet and use it as a development device. Seriously, if you manage to make your game properly run on it, you'll surely be sure that your game will run on Switch, since Switch is obviously much more powerful than any cheap android tablet, so, your game will be ready for it.

And that's it! =]

It would legally be a pc game, and GMS2 can legally be used for free to create free games, education etc. Doesn't have to be distributed as a Nintendo switch file (nsp, xci) If people wanted to they could extract the data.win and play it on switch via layeredfs. Legally speaking it would be no different than making mods for undertale for free, for the PC version and using them on the switch.

I understand, but what people do with data.win and layeredfs is not allowed by nintendo and risk a ban.

So, better do what i described or just use GMS 2 for windows development.
