Homebrew GBA ExpLoader

I'm pretty sure this goes here, but don't flame if it shouldn't.

I put this and the .ini file into root/NDS/Homebrew and changed the .ini so that the outputs all go to root/NDS/GBA. But this doesn't seem to work.

This is how it looks:

SaveDir /NDS/GBA
SignDir /NDS/GBA
#No_MultiSave ! No Multi Save

If I use the GBA ExpLoader extension for Moonshell 2, I can pull this off just fine. But I don't get any options, it just boots .gba files immediately. My question is, am I doing something wrong, or is this not possible?

I thought you had to put it into your _system_ folder. If my computer could read my USB MicroSD folder I'd confirm, but it's being a bitch.
