Ebay, just be sure to list them as American and mention they will not work on a EU console, I'm sure there will be someone who has a US console who will be happy not to have to import them

Yes, it means the previous owner accidentaly or on purpose started updating the device but then interrupted it. This is becoming more common lately that system shows as lower fw at settings yet its not at that fw anymore.
