Hacking freeshop problem...

hello everybody I have a problem...
When I want install a game (here super Mario world virtual console)
freeshop say "wrong title key" why...?
I use the enctitlekey.bin
I have emunand 11.1 luma lasted version on N3DS

Launch freeshop, go to settings, select the titlekeys options and scan the QR code at "that titlekeys site"

and when I download a game he say wrong title key
