Yes, ages ago. Now you cannot download titles from Nintendo's CDN without it first verifying you have the legit ticket on your device or your NNID, so all downloads stopped.

It can be removed like any other game, through Settings > Data Management.

it died like 2 years ago,however,if you have cfw and fbi on your 3ds,you can download cia files and then download them into 3ds games in the fbi app on your 3ds.
this worked for me by watching a guide on youtube.
