Apple Free In-Game Purchase?

Ok, so my cousin asked me about this earlier and I did some research and found that its impossible to get free in game purchase.
I met up with him again to get a haircut, and he told me his friend got free in game purchase.
He lies a lot about tells like 5 mins later, so I thought it was fake until he showed me.
So is it possible to do this? Because every time I look it up nothing comes up.

EDIT: I just found it, well my cousin just asked his friend to tell me the website.
I can post this link how to do it right? Only things you can't post links to are to games?

I can assuredly say to you that it's possible, as I installed relevant software on my friend's jailbroken iTouch. However, such a piece of software is against our forums' rules.

Calling it an "in-app purchase" may assist you though.
