It's probably licensing. Godzilla is Toho's cash cow, and they've been strict about licensing in certain regions before. Most likely, Toho has licensed out Godzilla to other companies in those regions, so even though Toho itself published this game, they can't release it in those regions, at least not without striking a deal with the local rights holders, which they probably don't want to do.
