Supposedly, it is a part of this package, although I cannot confirm this as my PS2 is currently in storage. More info on this site. There's also a GitHub repo that states it's for FMCB v1.8, but I didn't bother to try to compile it myself.

FMCB version 1.8 is really old though, may I ask why you need that version specifically? If you're just following a tutorial that says you need that, then you are probably fine with the newest version (1.966 as of writing this post, which can be downloaded from the FMCB project homepage).
