Sorta misleading title... If you're on 9.9, just update, it doesn't break anything.

There could easily stand a chance that even though they didn't remove anything, like the exploits used in Ironhax/Tubehax, that they may have patched exploits that could have been used to install future CFW. This is the reason I haven't touched my 3DS, that and because I am playing my PSP way more than my 3DS.
