I´ve heard some people talking that Nintendo is trying to "kill" the Switch homebrew features in every update of its firmware, reducing Homebrew funcionality

If that´s true, to which version is safe to update Switch´s firmware to play the newer games and still be able to run Homebrew? Specially the most famous installation programs and de-compilation versions?

The latest firmware stays unusable for a while until Atmosphere and other homebrew apps get updated to support it, so it's never advised to update right away. I think everything should work up to firmware 21.
