ROM Hack Fire Emblem Fates DLC will not install help

I had the Fire Emblem Fates DLC installed i was trying to update the DLC to add Anna on the Run.
Now the DLC will not installed at all i try total delete the game reinstalled still get this error:

Uninstall the existing version of the dlc before installing and use BigBlueMenu or Devmenu instead of FBI.

i have i Unistall the dlc and the game still no luck.

If you're using Gateway sometimes it has issues with DLC, try cakes as that cfw works quite well for these kinds of issues in my past experience. Otherwise download the DLC again you might have a corrupted file.

If you are using GW, you can't use _RF version, as stated in the OP of that DLC thread.

i have try rf and non rf version just to see it i can get the dlc to work no luck
