ROM Hack [Fire Emblem: Awakening] What Tools do I need to edit Game Text?

Title mostly says it all.

I'm currently playing through Fire Emblem Awakening on Citra, and I've got it in my mind that I'd like to try my hand at some small hacks to adjust certain pieces of text. If this pans out I'd make a larger thread exploring its feasibility, but this would be the first step.

I've done the research and I know there are a lots of tools used in hacking this game, but I'm having a hard time nailing down what's actually necessary for this particular task. Essentially what I need to do is:

1. Crack open the .3ds game file I've been playing on (which I believe involves converting it into a different file-type)
2. Locate the text I want to change within the game data
3. Change the text
4. Compile these changes into a patch that can be shared with other game files

So essentially nothing that hasn't been done before with the Same-Sex Marriage patch, and with the added benefit of being on a much smaller scale. I'm just completely inexperienced and in need of a little hand-holding as to the processes I need to follow.

    Well, from what I've heard from my parents, he had a seizure last night, perhaps an epileptic episode, fucking died, had a near death experience, my dad called the paramedics, they showed up, took him to the hospital, and he woke up covered in tubes, and started complaining.
