Figured it out!
00001131 = EUR
00001132 = USA

ext0 = Slot 0
ext1 = Slot 1

EUR -> USA:
  1. Decrypt your EUR save with SaveDataFiler
  2. Start a new save on the USA version of the game and decrypt this as-well
  3. Move
    "SDcard:\filer\ExtData\XXXXXX\00001131\fl_ext0.fsd"
    into
    "SDcard:\filer\ExtData\XXXXXX\00001132\"
    replacing the file that is already there.
  4. Import save data from sd card "00001132" with SaveDataFiler
  5. Profit!

You should probably put a question mark in your thread title, it is very misleading.
 
Well, the way to go about this is to make a save file in the US version and then make the exact same save file in the EUR version and then compare them, see where they're different and then you can device a method to convert them.
I wish you best of luck, partly also because from this, there might also grow a way to transfer a Fantasy Life save from one 3DS to another.
 
But I have no way to decrypt or re-encrypt the save from a 9.2 3DS

I don't think this at all applies here in the slightest. ...I think, anyway.
I mean, Fantasy Life does no save like most other games. Does it even use the 6.x key in this case? It uses the console-specific key for encrypting SD card data, right?

Ah, I was thinking you meant a game which save was previously encrypted on a 9.x 3DS. But yes, you need a 4.5 3DS to patch the signature checks required to run the developer menu.

Nah. I started playing the Fantasy Life ROM on my 4.2 3DS and now I want to continue playing on my 9.2 3DS with the official cartridge. I've tried many approaches, but so far no luck at all.
 
I wonder what would happen if i had DLC only content on my USA save and tried to import it back into my EUR game that doesn't have the DLC...
