Considering it states at the bottom of the release "We all love a high quality shitpost", I'm pretty sure it's safe to say that it's fake...

apk is just a zip file, and nsp is also a container to store files much like zip (although different structure and no compression)
what the app does is extract files from apk and store them to nsp. never claim it can be run (or even installed) on switch tho
