Hacking failed installing ticket when changing region

when following this guide https://3ds.guide/region-changing.html
i received a "failed to install ticket" when doing steps for section vi 'reinstalling tickets'.
i carry on with the rest of the steps and apart from that one error, it seems everything is alright.
is this normal? the ONLY step I skipped is Backing up NAND since I thought I just backed one up when installing CFW yesterday. and if anything goes wrong I could still use that image

ah and i skipped the health & safety dump & the restore injection since I already have done this when installing CFW. is this alright? i really cant tell if there's anythong wrong with my n3ds. the system language changed to US, freeshop is still in japanese though. but my US region cartridge still plays ok
