Ok, so my 3-in-1 is great, but it doesnt have a RTC, so gba games that have them always give me an annoying message about "the battery has run dry..."

so anyways, i was wondering, what is the best/cheapest slot-2 device that is simillar to a 3-in-1, but has a RTC?

As far as I know, the only one readily available is the M3 Perfect. Otherwise you'd have to look into buying an old-school NOR-based flash cart second-hand. For instance, the EZ-Flash III and the Flash2Advance Ultra have RTC chips, but you probably won't be able to find them new.

Just patch it with an RTC patch. Sure, the only time that the RTC will function is when the game is actually running, but it's the easiest and cheapest work around.
