Another question: what if my gba rom only contains '01-' as the game id (or does not have any)? Is there a way to hack GBA roms to add a game serial without breaking the file structure? I can't find any tools that allow this, they only allow to view these data.

Use a hexedit to overwrite the four character 0xac-0xaf range and use gbata fix header to write a new version with a fixed header.
