I have 2 tiny dots around the "Y" button on the new 3ds.

I don't have that on either N3DS or N3DS XL. That might be from a specific batch manufactured from a plastic injection mould with a minute defect.

Yes i know. I live in very dusty country. It is impossible to put protective screen without bubbles on it. The dirt is everywhere.

You should take a Q tip and clean the edges of the screen to keep the touchscreen accurate.

Go into your bathroom, turn the hot shower on for a while and get it steamy in there. Leave the exhaust on and once the steam clears out, you'll have a dust free room for a short time.
