Misc eShop cards and region?

Hiya. I have a doubt regarding eShop cards. I heard that they're tied to region, which is why there are US cards, European cards, etc. What I would like to know is if they depend on your 3DS' region (ie: if it's American, European or Japanese), or the country you set in your info when you created your NNID?

I think they are mostly tied to the major regions. However, I know Australia is part of the EU region officially, and I think they have their own eShop and cards.

NNID actually doesn't factor that much into the eShop, it's the country you set your machine to when you did the start up, I believe. I know each country has different offerings, but Canada bought machines can be set to use the American eShop with fiddling. (I am not 100% on that, but pretty close).
