Homebrew Error while trying to compile .3dsx

Hello there i am trying to compile .3dsx and i get the following error while using this command
C:\Users\Dell\Desktop\3-Aldchemys\3-Aldchemys-master>"c:\program files\gnuw
bin\make.exe" option1=thisvalue option2=thatvalue
makefile:11: /c/devkitPro/devkitARM/3ds_rules: No such file or directory
make: *** No rule to make target `/c/devkitPro/devkitARM/3ds_rules'. Stop.
I have installed devkit pro
Sorry for my poor english.
