Hacking error installing ticket

I keep getting everytime I'm installing a wad file the message:
>>Installing ticket ... ERROR (ret = -2011)

already tried region free and short names I'm working with the latest twilight hack and my wii is pall version 3.3E.
I also tried homebrew channel this installs fine but when using the wad manager in homebrew also gives me the same error message

it's probably just a bad wad, i had that same error due to bad wads.

I get it with every wad Ive downloaded, even the tetris file thats located on the originall this site: http://gbatemp.net/index.php?showtopic=89793 gives me a ticket error
