Gaming Error formatting Usb?

I'm formatting my newly purchased Sandisk 16Gb usb to use on wiiflow for wfbs. But when I try to format on WFBS Manager I get the error that my usb cannot be formatted, yes the correct drive is selected. Any suggestions?

Try to format in Windows first. Also, try other ports.
eDIT: format to FAT32 first.
